SSL_TLSv1.3

Description

This indicates an attempt to use the TLS 1.3 protocol.
TLS 1.3 is an update from TLS 1.2. It includes many differences such as the list of supported symmetric encryption algorithms has been pruned of legacy algorithms, a zero round-trip time (0-RTT) mode was added, all handshake messages after the ServerHello are now encrypted, and support for session resumption without server-side state was added.
